Harbor Safe Harbor started because our founder got tired of watching good businesses get blindsided. In 2011, after seeing one too many companies get hammered by sudden policy changes, we decided to build something different. We started small — just a handful of consultants in București who actually understood the region. We weren't interested in being the biggest firm. We wanted to be the one people trusted. Over 13 years, we've quietly built a reputation for keeping clients safe. Not through fancy algorithms or overcomplicated models. Through genuine expertise and relationships.
